Connecting to TESTA

Europe’s highly secure TESTA network (Trans-European Services for Telematics between Administrations) is a highly secure, closed network for public sector organisations within the European Union, enabling Dutch public sector organisations to exchange data securely and in a controlled manner with other European public authorities. This network makes cross-border digital cooperation easier and more secure.

RINIS administers the National Access Point (NAP) for TESTA in the Netherlands on behalf of the Ministry of the Interior and Kingdom Relations, enabling us to facilitate the connection of Dutch public organisations to this European network.

Through the NAP, RINIS ensures secure communications and the reliable exchange of data with other EU parties, enabling public authorities to comply efficiently with European regulations. TESTA operates completely isolated from the public internet. It uses highly secure encryption technology and observes strict protocols.

TESTA supports a wide range of services, such as social security (EESSI), customs, justice and healthcare, making it the digital backbone of European government communications.

Architecture

TESTA is a closed and highly secure network that is configured and administered by DG DIGIT, the European Commission’s Directorate-General for Digital Services. Each EU Member State ideally has a single National Access Point (NAP) providing access to this network. Through RINIS’s NAP, Dutch organisations get to easily connect to the European digital highway.

Technology

The National Connection Point to TESTA is redundant, which ensures optimum availability and continuity. Through this connection, affiliated organisations get to directly communicate with TESTA services and public authorities in other EU Member States. Data traffic is highly secured, monitored and complies with the highest European standards.
