EESSI

EESSI stands for the Electronic Exchange of Social Security Information. This is the European system for the electronic exchange of social security information between Member States. Through this system, data on benefits, pension entitlements and other social security information is shared quickly, securely and in accordance with uniform standards between the competent authorities in different Member States. EESSI simplifies and speeds up administrative processes, strengthens international cooperation and improves services for citizens living and working in different EU Member States. RINIS develops and administers this service on behalf of our participants the UWV, the SVB, the Tax Administration and the CAK. We also use the knowledge and expertise we garner from these operations to the benefit of other European exchanges.

EESSI supports the implementation of two key European regulations on social security entitlements: Regulation (EC) No 883/2004 and Regulation (EC) No 987/2009. As such, EESSI constitutes an essential link both for compliance with European regulations and for the further digitalisation of public services within the EU.

Architecture

EESSI is based on a standardised and secure network architecture that facilitates the electronic exchange of data between countries. International communications are conducted via eDelivery AS4. This ensures secure, reliable and fully interoperable data exchanges between all connected parties. What is more, the system and network architecture seamlessly aligns with the broader European interoperability agreements.

Technology

RINIS hosts the EU-developed Access Point, which enables the relevant Dutch authorities to securely connect to the European EESSI network. We also developed the national user interface for this: RINA, which stands for Reference Implementation for National Applications. This combination enables organisations to securely exchange messages within the social security sector without having to undertake complex in-house IT projects. RINIS handles the entire technical administration, from installation to monitoring and support.
