Reliable data transfer between Member States
The Once-Only Technical System (OOTS) is a European system that enables citizens and businesses to share their data securely and directly from the source with government bodies in other countries. Enrolling your organisation allows you to securely and efficiently exchange supporting documents across borders at the request of citizens and businesses. Doing so not only sees you comply with the requirements of the Single Digital Gateway Regulation, but also make a tangible contribution towards enhanced cooperation within Europe and towards a modern, user-friendly digital service delivery.
Architecture
The OOTS architecture was developed under the supervision of the DG DIGIT in association with the EU Member States. RINIS has implemented the basic infrastructure of this architecture to its standardised modular IRIS platform. The system utilises modern technologies that enable the structured and automated exchange of information between various public service providers and European agencies. This involves the use of secure communication channels such as eDelivery AS4, which ensures the reliable transfer of data between Member States.
Technology
RINIS plays a facilitating and coordinating role in the technical implementation of OOTS. RINIS develops and administers the relevant API interfaces, which are based on the Digikoppeling API standard and which draw on FSC (Federated Service Connectivity). These link-ups enable Dutch government organisations to securely connect to the European OOTS platform in a standardised manner. In addition, RINIS provides the secure communication infrastructure, via Digikoppeling or eDelivery AS4 for instance. RINIS also ensures the proper and reliable transfer of data.
